This way, users could work on PDs without restarting PV.

Guess the issue is not so much the ability to edit the file while an instance 
executes. It's more important to be able and re-load a decoder from potentially 
changed sources on disk while an instance is used within a stack in the 
application which needs to be solved before any builtin editing feature.
