The Peaktech 2170 LCR meter is listed under supported hardware. I have such a device and although it is connected and driver is active, the device does not appear for selection within the PulseView GUI.

Your expectation is not met because that expectation is incorrect.  The 
LCR meter is supported by the sigrok project, just not by the Pulseview 
application.  To quote from the application's description, it is "... 
a Qt based logic analyzer, oscilloscope and MSO GUI for sigrok".

You can use the LCR meter with sigrok applications that support this device 
category, like the CLI or sigrok-meter or smuview.  Enjoy!
