We cannot currently use VXI-attached devices (e.g. scopes) on Windows since rpc/rpc.h doesn't exist / is not found on MinGW, which leads to the VXI code in libsigrok not being compiled in.

Is TI-RPC available for MinGW builds? Recent Linux builds need it for 
glibc 2.26+ and support RPC when libtirpc is present.
