As the screenshot shows, the textual markers on the ruler are always clipped on the left edge when they shouldn't be.

I'm note sure this is really a bug. The ruler is meant to line up with the left edge of the viewport only. It's not meaningful to display time beyond that point. I understand that values will sometimes be clipped, but that happens in any window.

WONTFIX sounds rather harsh. It's more just RESOLVED=UNCONVINCED!

While I agree that clipping in this location is normal, I still believe it to be a usability issue. The user should be able to see at what point in time the currently visible part of the measurement begins.

One possible solution could be to push the leftmost major tick label to the right just enough to make it fit inside the viewport. The same could be done for the rightmost label as well.

Another rationale behind this is that a half-clipped label just seems unpolished, no matter how justified the technical reason may be.
