bindings/ruby: Bump minimum requirement to Ruby 2.5.0.

This version is known to work with the current code-base and recent
SWIG versions, whereas e.g. Ruby 2.3.x is known to not work (anymore).

This "fixes" the remaining parts of bug #1526.
