logicsegment.cpp: Add missing config.h #include.

Without this #include, HAVE_UNALIGNED_LITTLE_ENDIAN_ACCESS was not
available and thus the faster path in LogicSegment::unpack_sample() and
LogicSegment::pack_sample() was never used.
