fx2grok-tiny: Reroute PCB from scratch with various changes.

 - The previously incorrect FX2 footprint is fixed now.

 - The FX2's thermal pad is set to GND now.

 - The FX2 footprint now has a dot on the copper as well as on the
   silkscreen for pin 1.

 - The PCB is now 11x11mm (instead of 13x13mm).

 - The 1.27mm pin header connectors are shortened and the pinout changed.

 - The trace clearance changed from 6mil to 5mil.

 - The USB connector footprint now has two oval pads (space reasons).

 - The LED is now connected to PA1 (not PA0).

 - The schematics/layout license is changed to CC-BY-SA 4.0.
