Add Windows/MinGW cross-compile helper script.

This is work in progress and NOT yet fully functional.
cross-compile/mingw/README [new file with mode: 0644] blob
cross-compile/mingw/sigrok-cross-mingw [new file with mode: 0755] blob
Various sigrok related utilities
